Pro*C question

Hi I got a question here with a snippet of my code as follows:

EXEC SQL BEGIN DECLARE SECTION;
VARCHAR l_schema[21];
VARCHAR l_table_name[31];
EXEC SQL END DECLARE SECTION;

printf("l_schema %s\n", l_schema.arr);
printf("l_table_name %s\n", l_table_name.arr);

EXEC SQL select NAME, DATA
into :sl_name, :data_type
from ALL_TAB_COLUMNS
where TAB_NAME = :l_table_name
and OWNER = :l_schema

the output values printed out for l_schema.arr and l_table_name.arr shows "S_Table" and "Ta_Owner". Using sql-plus and plugging those values into the exec sql select statement above (into :l_table_name and :l_schema) returns a number of rows. However, when i run my code with the host variables there are no rows returned... It must be due to the host variables, but is the way i code wrong? Initially i thought of using :l_table_name.arr and :l_schema.arr but it did not pass the compilation stage...
