u can do that by using anything ur comfortable in either c/c++. u can do program for parsing the text files daily & writing into a database. u dont need to lear vc++ for that.

If you have VC++, you can create an NT Service quite easily:
Project > New > Projects > ATL COM AppWizard
Set name to: MyService and [OK]
Click the Service (EXE) radio button and [Finish]
Search MSDN for
"Creating an NT Service with ATL"
It contains an article from Visual C++ Developer magazine.
