so how should i release properly so that i won't get this error pop out again

Yes and No... depends sometimes. If it doesn't work by close and open VC++, then restart the whole computer. The problem with the error is that the ActiveX control thinks it is still being used, so it doesn't let you link to it anymore. By restarting it, from my guess is that it reinitialise it.
Or if u really don't want to restart your comp, wait for a few minutes... and somehow it will be fine again. I don't know why... maybe it has to do with how Windows works.
Yes, you do need to compile and build everytime you change anything inside the .cpp or .h, actually anything inside the project.
I'm running out of ideas here, could it be because there is another software that is linking to that Debug/ThumbprintActiveX.oc
Do you mean it gives the same Link error even for the first time you recompile/build the program after restart?

Your activeX control is already currently loaded (ThumbprintActiveX.ocx) and can't be overwritten. I assume you aren't properly releasing it, otherwise you shouldn't get this error.
