I am looking for a solution to disable Aero if enabled or just change the color scheme to "Vista Basic". So If the user running my application has Aero enabled my application should disable it or change the color scheme. When the user quits everything is restored back. So the Aero is enabled.

In general, I recommend against programmatically modifying user preference options. Generally, programmers what to disable Aero because their program malfunctions when it is enables. The correct way to fix that problem is to fix the program, not to disable Aero.
