You probably ought to approach the guys at the various Planet Wator sites like http://www.sscnet.ucla.edu/geog/gessler/03-alife-aculture-evodesign/c4a.htm and ask about a C++ implementation. None of the EE zones you've put this question into are likely to dig up experts in Planet Wator. The C++ TA could perhaps help you with porting issues, if you are having problems with another C++ implementation that you need to get ported.
