This is a common programming assignment. Is it ? If not, do you need to implement this yourself, or can you use existing software ?
Anyway : a very simple algorithm for 1D bin packing that is still quite good (sufficient for a lot of applications) is the first fit decreasing algorithm. First, all items are sorted in decreasing order of size, then one by one, they are added to the first bin they can fit in.
