Create Ms Outlook Alike Left Menu

Hi,

I need help in creating the Ms Outlook left "menu".

Firstly, I would like to ask what is the left "menu" called? I am referring to the one with buttons that can collapse and expand and when clicked, it will move up to the top and the rest to the bottom. I hope you know what I mean.

Secondly, is there sample code in creating this?
