Number format relative to Regional Setting

When I read a numeric(4,2) column from SQL server (say value of 10.23) into DataGridView, it shows as 10.23 if my regional language is US English.

Problem is if the regional language is in Indonesia, the number becomes 10,23 and I have problem
saving the data back to SQL server.

Question is how to read the value properly regardless of the regional setting?
