Strange CreationTime of File when opening File in Append Mode

I am trying to open a File in Append Mode, at some point of time a logic in my code deletes the file.
Now next time when i try to open the file in Append mode a new file gets created. Interestingly the File Creation time of this new file is same as that of the older file. For eg. if I created a file at 10:10:10 and deleted it at 10:10:15, my code that runs after 10:10:15 creates a new file with the same name but the creation time is 10:10:10 only and not 10:10:15.

For a sample try this code, Run this code once, you would have a file Test.txt created in your C:\ in the File Explorer right click on the properties of this file and check the File Creation Time. Now wait for 1 or 2 minutes. Delete the File. Run the code again, the file would be created again, but the creation time would not be current it would be that of the old file. The Update time though would be what we expect the creation time to be. Any ideas why this is happening?
