How to create Dynamic Multidimensional Arrays without initilization?

HI experts!
I need to create a multidimentional array that won't contain initialization. I've been readiing and the best way to do this is using ArrayList. How can I implement  this in my code?  I am using c#.
In my code:
I want to save the values that get from the loop "if  (ctrl is  textbox)" in a multidimentional array.  Why multimdentional? Well the "ThisRepeater.Items.Count" sometime will be 1, 2, 3....so on and this depend of the user.  IN other word the Multidmientional will be 2 . The first one "ThisRepeater.Items.Count" and the second one is how many times the code get inside this loop : "if  (ctrl is  textbox)" .
The value that I can get and intializated in the Multidimentional array is "ThisRepeater.Items.Count" NO problem with this one but the other one (times in the loop if"(ctrl is textbox)) defintely need to be dynamic.

I create one Multidimetional array that works. But for that I needed  to  use static values. . I am sending the code so you can have an idea what I need. And what I need is to change that code to accept dynamic initialization in the multidimentional array.

I need to change this code to have a dynamic mutlidimentional array:
the two sizes will be the "ThisRepeater.Items.Count" and the amount of access to this loop "if  (ctrl is  textbox)".

                        else if (ctrl is RadioButton)
                            value = (ctrl as RadioButton).Checked ? "Yes" : "No";
                        else if (ctrl is RadioButtonList)
                            value = (ctrl as RadioButtonList).SelectedValue;
 
                        Session[ctrl.ClientID] = value;

This Code that I have created doesn't have dyanmic initiliazation in the multidimentional array use static dimentions:
