changing a date format. easy points.

I have a format that is outputed for a date 1/1/0001 12:00:00 AM
now I need to be outputing 1-Jan-08
this is the oracle standard.

can someone show me how to change this.

this is my string _effectDTM and at the present moment it is giving me.
 1/1/0001 12:00:00 AM
