Advanced Image Editor for Winforms Application in C#

Hi,
We are currently developing an application where we need to import standard images (like jpg, gif, png) etc and require to modify them extensively. The application is being developed in Windows Forms, C# .with Net 3.5 framework.

We need some basic abilities like:
a. Resize
b. Crop
c. Zoom
d. Pan
AS WELL, some advanced abilities like:
a. Layers
b. Tagging with Text at particular point
etc.....

I have come acros Paint.net & GIMP but I am not sure how to use them as an SDK to embedd these features into our application.

Any idea or SDK you can suggest experts ?

I would recommend AForge.NET Framework (http://code.google.com/p/aforge)
and MoonView (http://code.google.com/p/moonview)
