Visual C# Express does not seem to have the ability to record, save, and run macros. Like if I wanted to add a comma to a long list of values I pasted into my code automatically.
Where can I find this functionality?
Are there freeware programs that can do this? Or VS C# add ins ?
I thinki somebody told me once that Visual C++ Express actually CAN do this.

Not so sure about that. Sometimes I just want to make small tweaks to a list of data:
item1--,
item2--,
item3--,
turns into
item1,
item2,
item3,
That is a bit simplistic. More complicated examples have arisen in the past that truly benefit from the power of a recorded macro.
Do most code-generators cover macro-type work?
For your simplistic example, open visual studio and put this in a code file:
item1--,
item2--,
item3--,
Then, hold down the ALT key and highlight from the first -, down to the last -. You'll see that it will select Vertically. then hit the delete key and the dashes will be gone.
Give another more difficult example and maybe we can find a solution for that as well.

Standard edition for C# has macros. I've never used them though.
