The delays you are seeing are being caused by DCOM timeout. DCOM has a 2 minute timeout. I would suggest that you look in your services as suggested, and take a look also at RPC (not RPC Locator). Duoble click it to get to properties and then select the dependencies tab. Make sure that the bottom box fills up with a bunch of apps.
To test if DCOm Timeout is causing your delays, open DCOM properties and select startup type to manual, reboot and see how the system runs. You may find some reduced functionality (like in MS Office). Let us know what you find pls. There may be a simple fix if you are unable to start the DCOM service as suggested. Chances are the service is already set to automatic and that is the cause of your delays.

Goto Control Panel -> Administrator Tools -> Services
Goto "Messenger Sharing Folders USN Journal Reader service" and right click
properties..
Check for Startup type: If it is set at "Manual" then change it to "Automatic".
If this doesnt work, have you tried upgrading to the latest MSN Live?
