We did this and verified the application that the CLSID is belongs to. Same issue.

The machine-default permission settings do not grant Local Activation permission for the COM Server application with CLSID
{F9FC9A7E-7887-4C25-A02C-7
to the user NT AUTHORITY\NETWORK SERVICE SID (S-1-5-20). This security permission can be modified using the Component Services administrative tool.
I have gone to DCOMCNFG and added Local Launch and Activation permissions for this application for the NETWORK SERVICE account.
Re-booted but the problem still persists.
Has anyone encountered this or know how to solve this?

Throw the CLSID into a search box in Registry Editor and search for the name associated with the CLSID. Then go through DCOM Config and search for the name and grant the necessary permissions to NETWORK SERVICE. By going through the registry you can verify that you're looking at the right application.
