You can use struts DispatchAction for the same..

Which allows you to call different operations depending on the different values for a prameter

You can use DispatchAction as mentioned by cmalakar. If you already have written your action class, then you can find out the value of the button pressed, which is also passes along with rest of the form and then depending on that value, you can internally call different functions.

You can also create a new property in your form bean, e.g. String submitType, and give this property to all of your submit buttons. So, you will have:
<html:submit property="submitType" value="ADD"></html:submit>
<html:submit property="submitType" value="next"></html:submit>
<html:submit property="submitType" value="cancel"></html:submit>

Than, after the form is submitted, you your action, mapped with "/project.do" you can check action type by reading action form attribute submitType.

But, as previous comments pointed out, it is more efficient to use some kind of DispatchAction. For example, you can use LookupDispatchAction (see the example in the API: http://struts.apache.org/1.x/struts-extras/apidocs/org/apache/struts/actions/LookupDispatchAction.html) or MappingDispatchAction (http://struts.apache.org/1.x/struts-extras/apidocs/org/apache/struts/actions/MappingDispatchAction.html).

is that possiable to use
                         html:submit indexed keyword
 as the add button press means the same page  will again load that time we give if loop and check that index value and dispaly all rows in the if loop ???????????
