How to Iterate through ResourceBundle using struts logic tags

Dear Experts,

I had a ResourceBundle(for suppose Ethinity.properties).How can i iterate through that properties file using struts logic:iterate tag  

This is the ResourceBundle what i am using...(Ethinity.properties)

0=Select
1=African
2=Asian
3=Caussian
4=East Indian
5=Hispanic/Latino
6=Middle Eastern
7=Native American
8=Pacific Islander
9=Multi-Ethinic
10=Other
