This seems to be a classpath-related problem, because the virtual machine cannot find the required libraries. Make sure that the struts jar file is referenced in the CLASSPATH variable directly. That will resolve the issue. Set it as an environment variable within the operating system. Or alteratively, make sure that NetBeans can actually include it as a reference to the project.
