I was wondering is there any way that prevents restarting tomcat after modifying struts-onfig.xml file? So I can keep working on w/o restarting tomcat?

no, you cannot do that. becoz struts-onfig.xml file is parsed and loaded in the init method of the ActionServlet of the Struts Framework.

But you sure can stop your application using Tomcat Manager webapp and when u restart your application it will pick up the new struts-onfig.xml file.
