The JDK itself uses JNI. Java is a cross-platform language, running in an interpreter and thus has no knowledge of the underlying platform APIs. It is necessary sometimes to interact with the native platform, for example for networking and IO purposes. The File class and Socket class, for example, both use JNI to do so.
Any software that needs to interact with the native platform will need to use JNI at some level
