Java JVM PermSize and MaxPermSize

We are getting the below error every once in a while with our Tomcat server.. Earlier the value for MaxPermSize was 64Mb, which was increased to 128MB. Even then we are receiving this error.

Permanent generation is full...
increase MaxPermSize (current capacity is set to: 134217728 bytes)

On checking various forums I have seen MaxPermSize set along with PermSize and having same values like below

java -Xms256m -Xmx256m -XX:PermSize=256m -XX:MaxPermSize=256m

and is said to the correct way of using it rather than like below

java -Xms256m -Xmx256m -XX:MaxPermSize=256m

where the MaxPermSize only is used.

Could you please explain what is the difference between the above two usages. In addition is there anyway I can see the current value set for PermSize and MaxPermSize

Tomcat Version - Apache Tomcat/6.0.16
JVM Version - 1.5.0.03-_13_feb_2006_16_39
OS Name - HP-UX
