Your java code is executed when the JSP page is compiled (i.e. in the web server) whereas the javascript code is executed when the jsp page in rendered in the client's browser.

Following is the piece of code in a JSP file:
<script>
javascript:loadPage();
</script>
<%
try{
new URL18();
}catch(Exception e){
e.printStackTrace();
}
%>
My intuition is to call the javascript : loadPage() function first and then create an instance of class URL18. But while running the application, The instance of URL18 class is created first and then only javascript : loadPage() function is called. This is just opposite to what I want.
Can someone please explain, why this is happening and how to solve this.

You cannot do that because the jsp is executed on the server (as a servlet), whereas the javascipt executes on the client.
