Database Query (Urgent)

I want one help,
From database, is there any provision to retrive only the required amount of records. My requirement is, I want to retrive 7 latest records from the database. The 7 records is not harcoded it is cnfigurable, this means that the i will get this information from some other table. There will be a chance that though i require certain number of records there will be a chance that there won't will be no records in the database. In this case, the number of records that are available but not more than the configurable number shall be retrived.

Is there any way to acheive this a single query or is there any other alternate solution for this,
