Business Rules Engine
I'm looking for a good quality, free (preferably Free, though not full GPL) rules engine which would allow me to separate my business logic from my Java code. I'm not looking for a knowledge engine like Mandarax; I want a declarative engine which can make decisions and call back into the Java code based upon those decisions. Being based on XML would be nice, as the rules will eventually be edited through a graphical interface. Speed is also important, as the engine may be placed under a heavy load.

Jess is free to download but not to use. When I looked into it last year, the author wanted $15,000 to license for commercial use. However, Jess is based on the CLIPS engine, written in C++. It should be possible to wrap it in such a way that you could use it from Java. CLIPS is released as public domain software.
