Signed Applets that should work under Netscape Navigator

Hi all,
i try to make program that will work under browser and it will have possibilities to read from local disc and to write on disc.
i made applet that works fine under IE.
here is code i used:

i signed this applet with microsoft sdk for java tools. and it works OK.

now i want to made applet with same methods that will work under NN.
i read that i have to make some policy file, but i am interesting is it possible
to make it without that policy file.
is it possible, like in aplpet for IE, to access to local disc from applet.
