Normally the java->exe is done by program needing some DLL to convert the Swing,AWT,other javalib to the corrispondent in the custom machine (windows if you talk about exe file).
So when you "convert" from java to exe you finally have on each machine you want to run these DLL.
warning, so. Do not do this for increase performances...

If u have access to JBuilder u can create an EXE file there (Native Archive). There are some other applications like

http://www.ej-technologies.com/products/exe4j/overview.html. Or you could do a nasty solution and run jawaw in a bat file. :)
