You could try setting the layout-manager of the parent container to null, and then using the setSize method...
(maybe you will also have to setLocation too)

I have to JPanels, one is slightly smaller than the other by about 5 or 6 pixels, for some reason I cannot set and lock the size of the JPanel so that it doesnt change.
Is there a ways that I can lock it so that the size of the JPanel will never change? I have tried using the seSize(int, int). (Dimension) methods and they dont seem to do anything
any help would be fantastic

from experience, I agree with CEHJ, setting the parent containers layout to null allows you to have full control over where components are.
In fact, if you have only two panels in a frame (assuming the parent is a frame) it would be quite easy. set the frames layout to null, and use setLocation and setSize to your hearts content to place the panels.
You could also lock it so that you cant resize the parent too, I believe its setResizable( false )
