wsas app server 5.1 deployment

When try to deploy my struts based application into websphere app server 5.1, I get the following errors. I have tested the system successfully on tomcat 4.1 and websphere test server 5.o(inside wsad 5.1).

I had this problem before when our firewall wouldn't let IBM's crimson parser make a request to fetch the DTD externally.  I rewrote the DTD tag in the deployment descriptor to pull from a server that was inside the firewall then all was good.
