It depends on where the blocking is occurring...
The connection to the IP address is made when Socket is instantiated. This is before you are setting the timeout.
The setSoTimeout value will be in effect on the read method, but if you are blocked on the connection the 4 second timeout will not be in effect yet...
Can you verify if you are blocking on the connect (instantiation) or on the read?
