The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution. Because of the way the system is set up, the most important variable in this equation is you. How to transform a weak programmer to a good programmer?

Dear EE members,

I have a brother who is not good in programming, although he has work as junior programmer for
past few years. To survive in the software industry, he forced to copy and paste other developer 's code/books/internet resource to fulfill the company deadline. Hence, he always get scored by senior and look down by the peer. He has worked for a company in 3 years time and he would like to work in
other IT companies. But, he has been terminated by other within 2 weeks or after 2 months.
I feel sad about what he has faced so far. In the industry, some companies have put him in the role
to test people program but this end him up with lack of skill although he worked 3 years as a web developer. Now, he worked as a general IT support to provide desktop application support, system infrastructure,etc. He tell me that he want to be good in programming. I trust him and I want him to have
a better future instead of general IT support.

Please suggest me a practical learning plan to pick up a programming language.
Which level of programming skill need to reenter the job market?
How to transform him to a good software developer?
