The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Java Read to End of File

I am trying to find a ReadToEnd function to remove special characters (carriage returns) from a file. Please review code and provide input. Thanks in advance.

Explanation of Code:
1) The attached code reads the contents of the file into a string.
2) Replace the bad carriage return with null
3) Replace good character return or line feed with ~
4)Split the string variable by the ~ into a string array
5) Loop through the string array and to a file using buffer writer
