My uder id is a member of the admin group. My pc is being protected by Symantec and I scanned (quick scan) my system and didn't find anything. One thing that I need to mention is that I couldn't unstall Java(TM)6 Update 12 from the Add/Remove programs. I checked registry and still saw RuntimeLib's data is still "C:\Program Files\Java\jre6\bin\client
Strange. I have a Windows XP Pro desktop with Symantec Enterpries V10 and a Vista Business 64-bit Thinkpad with Symantec Endpoint Protection V11 and none of these problems.
Take a look at these instructions:
http://www.java.com/en/dow
And use the Microsoft Windows installer clean up utility. That may help.

Java installs separately and not over top of the prior version. So, two things:
1. Uninstall all versions of Java via Add/Remove programs.
2. Make sure you have all your Windows updates done (especially Windows Installer).
3. If Vista, make sure you have the correct version (64-bit or 32-bit). 32-bit installs in a 64-bit machine. I do not think the 64-bit version will install in a 32-bit machine.
