how to use webservices while calling XML files

we have one requirement.we have some standard XML format.client will build the xml based on that standard XML format placed the xml files in the some FTP folder.

later one we need to pick that FTP folder and process that XML files.

we are thinking of 2 approaches.

one is we will run scheduler and pick the xml files placed in the FTP folder.

second is using webservice.

I know how to approach 1st one.

coming to 2nd approach how to call the webservice for the XML files.

how come webservice knows client placed the XML in that folder and how webservice will call?
