Fleet Tracking and Management Using OpenSource

Dear All,

We are an Open Source based software company who aren't exposed to GPS till now.

Recently, we got a project proposal for developing a web application whereby customers can trace, track and manage their fleet and/or consignment. The tracking system is required for major cities in India. Basically, I would like to know if it is possible to adapt any open source technologies (with no prior GPS development experience) in creating this web based solution!
