This file is not authorize at this time: AUTHORIZATION TIME_SETBACK.
Dont know looks like its not free.

you're right, Fujitsu Netcobol studio is not free.
There are some free compilers, but they're by far not that comfortable, and don't always implement all newer COBOL features.
OpenCOBOL - http://www.opencobol.org - "implements substantial part of the COBOL 85 and COBOL 2002 standards, as well as many extensions"
"OpenCOBOL translates COBOL into C and compiles the translated code using GCC. You can build your COBOL programs on various platforms, including GNU/Linux, Mac OS X, and Microsoft Windows."
--> You need gcc for Windows and I suspect it's not very easy to handle.
Tiny COBOL - http://tiny-cobol.sourcefo rge.net - "Open source Cobol compiler for Windows, Linux, BeOS, FreeBSD."
--> Can't say anything about this one.
Cevela MX - http://www.volweb.cz/cevel
"Suitable for small tasks and training of basic programming skills in the Cobol language. It is based on ANSI-74 COBOL with some features from ANSI-85 (initialize, end-if, end-perform) and ISO 1989:2002 (scereen section). It's output is source in C which can be very easy compiled and linked to EXE-form"
--> You need a C compiler for Windows
MicroFocus COBOL NetExpress - http://www.microfocus.com/ Resources/ Communitie s/Academic /shop/desc ription.as p?producti d=56
"You can use it to create COBOL programs for the .NET Framework. The personal edition is freeware and can compile up to 2200 lines of COBOL source code."
--> Seems rather comfortable, with the above restrictions, of course. Click "product for purchase/download", it's free for personal use.
Try them out (perhaps begin with MicroFocus, then OpenCobol), or buy your Fujitsu NetCobol for $ 50,-

I think this would be the best way, if you can afford it!
