That link you point to with the $1100 software will do what you need. You develop the agent with that software and the OIDs will be produced during that development process. You can apply for a specific MIB number or you can just use something on the "private" tree. Once you develop and deploy the agent, you configure the NMS to accept traps from the agent and to query OIDs on the agent.
For example, you want to create an agent that monitors some disk parameter. The IP*works software will allow you to write the code to produce an agent that will allow you to define trap thresholds . . . say you want to send a trap anytime one MB of data is written to a single file . . . you define the trap and the threshold value. And say you want to query information your agent keeps. . . the IP*works software would allow you to generate an OID of (making this up) 1.3.1.6.4.9.9.9.9.9.9.0 which you define as a counter for accessing a particular file on the disk. You would set up the NMS to do an SNMP get for the value contained in the OID 1.3.1.6.4.9.9.9.9.9.9.0.
