I use xaudio component for that ( it's freeware now ) .
Look at www.xaudio.com . Play mp3 , pich and filters functions ...

Have you considered just executing the MP3 file (so that WinAmp (for example) starts-up and palys it for you?
I've done this, and it's fine if you have an MP3-file player registered.

Well You can play anything you like without media player with FMOD lib
go to fmod.org and download fmod api and libs
it comes with examples so You shold be able to do it yourslef in click (of the 4th button on the mouse)
If You need more control over playback and app execution You can simply put playback stuff in separate thread which newer ends and always listen main app for new instructions/conditions
