Packages are packages, whether they are used with 'main host appications' or a small test program. There are designtime packages and runtime packages, but basiccally its the same - they both add some functionality to a project.
1:BPL is Delphis runtime package. Designtime units is not allowed to be included in the runtime packages. Otherwice you will get a compiler error.
2:The same unit - in two packages - included in the same project, are not allowed.
You build packages like you build objects in a program.
Low-level informations and code at the bottom of the Heirarchy. This is one package.
The next level is the next package. The first package must be included in this package (as a required package - not as pas/dcu files).

You can only include the same component once in your Delphi environment.

You should separate the code from the register procedure - like this :
Unit MyComponent;
Uses ..... ;
declarations and code.
end.

Uses ...., MyComponent;procedure Register;procedure Register;
begin
RegisterComponents('MyComp
end;
end.
You must do this anyway if you want to use DsgnWnds and DsgnIntf - that is if you want to design your own property editors.
