Hmm sorry about that answer it seems like the link that ZifNab refers to are now dead.

But there exists a brandnew version which belongs to the JEDI project.

Download file "win32api.zip" from

http://members.chello.nl/m.vanbrakel2/

It contains a file that is named: "JwaWinIoctl.pas".

That should be an updated version of the conversion of WinIoctl.h
