D7 work well in all windows OS.
I advice you to show your OS resource by some tools.
If you have MS visual stdio, You can use Process Viewer.
It can show all processes in OS.

Delphi 7 hangs on Windows 98
I am using Dephi 7 on Windows 98 SE. Whenever I change the current window from Delphi to another, e.g. Explorer or Notepad, and return to Delphi, it takes some 10 seconds to get the focus before I can continue to work in Delphi. It looks like Delphi 7 hangs on Windows 98 for 10 seconds whenever the user returns from a different task back to Delphi. Any ideas how to get rid of this annoying "wait"?

It's not true... I have Delphi 7 installed on Win98 SE and it does not hang, it changes instantly from any other application to delphi or the other way. Your sistem may need a reinstall. Or maybe you have a virus or something that uses your resources. How much RAM do you have?
