If you want to do scrolling map type of games, you probably want to strongly consider the use of the DirectX framework. This means no VCL (for presentation at least). You can write DirectX code from Delphi, just Delphi does not really help you a great deal.

Depending on your goals, you might consider using the managed directx (.NET). The link below covers writing a simple 2-D game in C# using managed directx and the Delphi 2005 Code would be quite similar. Again, this is very simplistic, but gives you the flavor.

There are a number of resources (books, websites, etc. that cover directx in detail). There are even books on DirectX and even Delphi components as well http://wdirectx.no-ip.com/
I've not seen and DirectX books that I consider "good" however. This is one of those topics you just need to immerse yourself into.
