How to find out what the code for Delphi is.

Dear Experts,

I have found some code, I don't know what programming-language it is, it think it's VB.
These 2 lines below that I found on the Internet can help me to solve my problem.
But how can I find out what the correct syntax is?

Genie.TTSModeID = "{A0DDCA41-A92C-11D1-B17B-0020AFED142E}"
Genie.Speak "\Spd=157\Welcome to the Microsoft Agent Scripting Helper!"

Grtz,
