Getting The right GMT with consideration of daylight saving...

I have a database of countries along with their GMT offset and date and time (In GMT) that daylight saving occurs. In order to correctly interact with these time I need to find my local time in GMT, taking into account my daylight saving e.g.
My Country is GMT +4 normally,and GMT +3 during daylight saving. i.e.-->  If it is 12.30 my local time i would expect GMT time to be  08.30 normally and 09.30 during daylight saving. Which funtions Code snippet will do this.

As summary: I need the functions that will convert my local time into the correct GMT taking into account wether or not I am in daylight saving period.
