Colouring csv with the perl script

I am using the debian server and through which Ii automatically got a .csv report which shows me a no like 45, 5, 65 etc.Now What I want that the csv report that I am getting should be coloured by the perl script.
For exampe 45 should be in green color, 65 shuld be in red color etc.
How can I do this.
