With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? help with nested if statement in UNIX

I cant get this nested if statement to work,

Here is what I have:
while :
do
          #ask for data to change
          echo "\nPlease choose record number of the correct person:"
          echo "Number above each name: \c"
          read recnum

          if [ "$recnum" = "" ]
          then
                   echo "You have not entered a record number"
                   echo "Please try again"
          else
                   #variable total for number of records in phonebook
                   total=`wc -l < phonebook`
                   if [ "$recnum" -le "$total" ]
                   then
                            echo "$total"
                   else
                            break
                   fi
         fi
done

What I am trying to do is this: Instructions:The assignment is to add a second data validation to the one you have already created testing for a null.  This will test to see if the number chosen is within the range of records in your phonebook Hint:  it will involve a nested if , you will have to decide if you nest on the then side or the else side. You will have to create a variable containing the total number of records in you phonebook file but remember that number will change every time to add or delete records from your phonebook file.

For it to work you will have to use two separate if statements and when
you  successfully  pass both validations then you can break out of the
 one data validation loop. You will need to use a continue.
