How do I get the Dlookup function in  MS Access 2003 to pass critera back to a select query

I have a Form that allows for the user to pick the criteria that will be used to filter the select quary. I used  the Dlookup function with in a Select Query to limit the results based on what critera is within the combo box on the form. I is suppsoed to return LIKE "* SPI *"  or Not Like "* SPI *".  from the parematers table.
No results will populate.  The function that I am using is
