The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution. To explain what factors affect the solution rating, here are the elements we take into consideration when formulating our solution rating.

Overlapping Date ranges - Oracle 9 sql

The problem is associated with the merging of date ranges that exist in a table, Projects. The solution needs to produce a full merge of overlapping ranges for these dates (by client).

The attachment shows, fig 1 the sample table used, fig 2. the desired output.
 
A client can have multiple types of projects open at any time, but I only need to look at one type of project in this instance - plumbing.
 
If a client has more than one project of this type open at a time, I need the earliest start and latest end date reporting. A client will have no more than 3 projects of the same type open at the same time. Also, if there is a gap of 15 days or less between the project start and end dates, the ranges should be merged.
 
I'm not sure how best to deal with this problem, could a lag/ over function be used to compare date ranges between rows?
