Comparing timestamps in DB2 using SQL

I'm attempting to query against a DB2 database. The first attached code snippet is the orignal query that generates the row below:

PROD_ID_NR      PROD_LONG_NM                                                                         CREAT_TS                    UPDT_TS
3691      AUTO LOAN RECAPTURE/LOAN GENERATION MARKETING      0001-01-01 00:00:00.000000      2008-02-19 11:36:55.387369


Now I want to run the query again to only include rows with the CREAT_TS as above. The second snippet is my attempt.

When I run this code I get this error:
Error: SQL0181N  The string representation of a datetime value is out of range.  SQLSTATE=22007
 (State:22007, Native Code: FFFFFF4B)
