insert row number from csv file into temp table??

When I try the below statement I recieve this message.

OLE DB provider "microsoft.jet.oledb.4.0" for linked server "(null)" returned message "Syntax error (missing operator) in query expression 'row_number() over (partition by f1 order by f2)'.".
Msg 7321, Level 16, State 2, Line 4
An error occurred while preparing the query "select f1, f2, row_number() over (partition by f1 order by f2) from test.csv " for execution against OLE DB provider "microsoft.jet.oledb.4.0" for linked server "(null)".

Please let me know if what I am trying to do (set a row_number() from a csv file in a temp table) is possible. If so please help me with the syntax. THIS IS URGENT! Thanks!!!Start Free Trial
