Could I have some help with SELECT query syntax please...

You could do the filter on the SQL side but if you need to use the skipped data later on I presented a solution below that allows for the usability of the skipped data in the future (PHP filtered results)

I definately needed the work done by SQL.

the solution is :

Thanks. From the question it wasn't clear as to where the filter took place since some of the initial code was mentioned; namely foreach and if statements.

Anyways here is a quick test sql for you:

SELECT City, State, CBSA_Name, CBSA_Type, MSA_Name, PMSA_Name, SUM(City_Population) as totalPopulation 
 IF(CBSA_Type == "Micro", CBSA_Name, 
 IF(CBSA_Type == "Metro" && (SUM(City_population) > 100000), 
 CONCAT(City, " - ", IF(Name == "", PMSA_Name, MSA_Name))), "!Skip") AS zOutput FROM zipcodes 
 GROUP BY City 
 HAVING zOutput != "!Skip";
